ECOWAS Regional Common External Tariff comes into effect on 1st February, 2016

Following the passage of the Customs (Amendment) Act, 2015 (Act 905),

The ECOWAS REGIONAL COMMON EXTERNAL TARIFF comes into effect on 1st February, 2016. DOWNLOAD Here 

The Harmonised System and Customs Tariff Schedules 2012, Ghana ceases to be effective from 1st February, 2016.  It will be replaced by the HARMONISED SYSTEM: - COMMON EXTERNAL TARIFF AND OTHER SCHEDULES 

The following guidelines are issued to ensure the smooth change over to the use of the ECOWAS Common External Tariff.

1. All CCVRs issued which remain unutilized as of 31st January, 2016 shall be reissued to reflect the tariff changes with effect from 1st February, 2016.

2. With effect from 1st February, 2016, all declarations shall be passed using the new applicable tariff rates.

3. Declarations passed before 1st February, 2016 but which remain uncleared, shall be processed using the old rates.

4. Goods warehoused before 1st February, 2016 shall be ex-warehoused using the Common External Tariff rates.

5. Overage penalties shall continue to be charged at existing rates by user-definition. 

Processing fees shall continue to be payable on zero-rated and exempt goods.

Transition Notes towards Transfer of Classification and Valuation By Customs Division of GRA

The Ghana Revenue Authority, Customs Division will effective from the 1st of September, 2015 begin the processing of the CUSTOMS CLASSIFICATION AND VALUATION REPORT (CCVR). The CCVR shall replace the Destination Inspection Report also known as Final Classification and Valuation Report (FCVR).The guidelines set out in following paragraphs shall govern the change over from the FCVR to CCVR.

1. REGISTRATION

• All applicants (Importers, Declarants, Freight Fowarders, Customs House Brokers and other individuals) who wish to process their Import Declaration Forms (IDFs) are required to register on the Customs Valuation Portal.

• Registration forms for users will be available online at www.ghanastradinghub.gov.gh with effect from 17th August, 2015.

2. FCVR VALIDITY AFTER AUGUST 31ST 2015

• Issuance of all FCVRs by DICs shall cease at close of work on 31st August 2015

• Active and unutilized FCVRs on the systems of DICs shall continue to be valid for 30 days ending 2nd October 2015.

• All FCVRs outstanding as of the 2nd October 2015 shall become void and shall not be accepted for processing.

• Holders of IDFs in relation to void FCVRs shall process them afresh in the Pre-Arrival Assessment Reporting System (PAARS) to generate a CCVR.

• All IDFs will continue to be processed using the existing eMDA portal by GCNet.

3. QUERIES

• All queries raised during IDF and CCVR processing shall be answered, submitted, received, treated and returned to the applicant via the Custom System (PAARS).

4. Any complaints or challenges that may be encountered about the registration process must be channelled to Customs Valuation help desk toll free number 08100266266 for necessary attention.

Public Notice to All Importers, Freight Forwarding Agents and the General Public

The Commissioner-General of Ghana Revenue Authority wishes to inform all importers, traders, businesses, freight forwarding agents, as well as the general public of new arrangements regarding import processes.

With effect from Tuesday 1st September 2015, all documentation covering imports into the country will be processed exclusively by the Customs Division of the Authority using the PRE-ARRIVAL ASSESSMENT REPORT SYSTEM (PAARS) for the issuance of Customs Classification and Valuation Report (CCVR).

Further processing of documents will be conducted through the Ghana Customs Management System (GCMS) and the Ghana Community Network (GCNet) System.

Meanwhile the trading public will continue to submit import documents to the existing Destination Inspection Companies (DICs) up to Monday 31st August, 2015.

From Tuesday 1st September, 2015 all relevant import documents shall be submitted to the Customs Division of GRA through its web portal www.ghanastradinghub.gov.gh or at the Headquarters of the Customs Division of GRA located at the Ministries in Accra.

Regarding documents that are submitted to the DICs but are not processed by close of work on Monday 31st August 2015, traders and importers are expected to follow-up at the various DICs.

For this purpose, the DICs have been authorized to continue operations with a one month transition period ending Friday 2nd October, 2015 BUT ONLY to process outstanding requests for FCVRs submitted before Tuesday 1st September, 2015.

All importers and DICs and other stakeholders are to ensure the smooth application of these arrangements and to report any challenges to the respective Sector Commanders in charge of Ports and Stations for the necessary attention.

Use of Web Based System by Ministries, Departments and Agencies (MDAs)

The Ghana Revenue Authority (GRA) announces for the information of Ministries, Departments and Agencies (MDAs), Trade Operators, Declarants. Agents and the Public at large that the Customs Division of GRA has been set up to issue electronic Customs Special Permits and Certificates for imports by licensed manufacturers and privileged organisations, through the e-MDA Portal of the GCNet/GCMS system.

Applicants. Traders, Importers and Agents are to note that as from 1st June, 2015, all NEW applicants to Customs Division of GRA shall be made through the e-MDA Portal of the GCNet systems.
