Prequalification of Tenders

1. The Government of Ghana has set aside funds for the operation of GRA during the financial year 2022. It is intended that part of the proceeds of the funds will be used to cover eligible payments under the contract for the Development of an Integrated Tax Application System (ITAS) for The Domestic Tax Revenue Division of the Ghana Revenue Authority (GRA).
2. The GRA now invites sealed Tenders for the Prequalification of Tenderers for the procurement of the Development of an Integrated Tax Application System (ITAS) for the Domestic Tax Revenue Division of the Ghana Revenue Authority (GRA).
3. Tendering will be conducted through Prequalification procedures specified in the Public Procurement Act, 2003 (Act 663) as amended and in the Guidelines of the Public Procurement Authority of the Republic Ghana.
4. Tenders must be delivered to the address below at or before 10.00am on Friday, February 25, 2021.

6. Evaluation Criteria : For eligibility, sealed completed Prequalification must be submitted together with the following documents:

• Valid Certificate of Incorporation (If Applicable)
• Valid Tax Clearance Certificate (If Applicable)
• Valid SSNIT Clearance Certificate (If Applicable).

1. Three (3) years of experience and past performance on One (1) similar contract in West Africa;
2. Five capabilities with respect to personnel, equipment according to the Terms of Reference.
3. Audited Accounts of last Three (3) years of GHS10,000,000.00
4. Must be predominantly a tax system built exclusively for tax authorities. GRA will not accept a system that is being customized to fit into tax and revenue space. Bidder should provide proof that the system is designed and developed exclusively for Tax Authorities

7. Prequalification shall be in English and must be delivered in hard copies (one original and four copies).
