Dr. Martin Kolbil Yamborigya is a renowned Tax Administrator and Public Finance Expert with more than twenty years of progressive experience in Ghana's Revenue Administration. His career is marked by outstanding leadership in Domestic Tax Policy, Compliance Management, and Revenue Mobilization, making significant contributions to the transformation of the Ghana Revenue Authority (GRA).
Dr. Yamborigya holds a Doctorate in Business Administration (DBA) and a Master of Applied Business Research, both from SBS Swiss Business School. He also earned a Postgraduate Certificate in Contemporary Management from Nobel International Business School in Ghana. In addition, he possesses an MBA in Project Management from Wisconsin International University College, awarded by the University of Ghana.
He is a Fellow of the Institute of Chartered Accountants, Ghana (CA Ghana), a Member of the Chartered Institute of Taxation, Ghana (CITG), and a Member of the Institute of Directors, Ghana (MiOD GH).
Dr. Yamborigya began his professional journey with the former Internal Revenue Service (IRS) in December 1998, as a Junior Officer at the rank of Tax Assistant Grade 3. Through dedication and continuous professional growth, he rapidly advanced through the ranks; Tax Assistant Grade 1 (TA 1) in 1999, Assistant Inspector of Taxes (AIT) in 2002, Inspector of Taxes (IT) in 2004, Principal Inspector of Taxes (PIT) in 2005, Chief Revenue Officer (CRO) in January 2010, and Assistant Commissioner (AC) in 2020.
Dr. Yamborigya has participated in international workshops and seminars, serving as both participant and facilitator. He received specialized training in International Taxation at the National Tax College in Japan and South Korea. Notably, he was one of five Technical Advisors selected to help restructure the Tax Audit Unit of the Ministry of Finance in the Republic of Liberia.
Before his current appointment as Acting Commissioner, Dr. Yamborigya held various Senior Management positions within the GRA. These include Audit Team Leader for the Tax Audit Unit, Head of Audit at the Legon Medium Taxpayer Office, Head of Post Clearance Audit in the DTRD, Head of Audit for Special Audits (Audit Factory), Acting Assistant Commissioner at the Commissioner DTRD Secretariat. He currently serves as Assistant Commissioner and Head of Tax Audit at the Large Taxpayer Office (LTO) where he has led significant reforms to improve tax compliance, broaden the tax base, and modernize domestic tax operations. His visionary leadership and commitment to service excellence have earned him high regard within and outside the Authority.
Dr. Yamborigya is a member of the DTRD Technical Committee, contributing to the development of Practice Notes, Administrative Guidelines, and Rulings for the Authority.
In addition to his professional responsibilities, Dr. Yamborigya has served as an adjunct lecturer at institutions such as the University of Professional Studies, Accra, Ghana Telecom University College, and the University of Ghana School of Law. He teaches Finance, Accounting, Auditing, Taxation, and Project Management. He is recognized for his results-oriented approach, high-quality work, and strong communication skills.
As Ag. Commissioner of the Domestic Tax Revenue Division, Dr. Yamborigya is committed to leading initiatives focused on deepening tax compliance, leveraging digital solutions, and fostering collaboration with stakeholders to advance Ghana’s domestic revenue mobilization efforts.
